We distributed our new ToolKit CS™ package last week so that our users can be ready for the new Regulations on 6th April 2007. The package includes many enhancements to make the change-over from old to new as easy as possible and to provide better record keeping for CDM 2007 projects. This is particularly important for competence recording, auditing and reviewing.
There are now many more templates for new projects and the already extensive knowledge base has been updated to include the CDM 2007 standards from the new ACoP. The document editor includes an interface to the knowledge base, making it even easier to research and include information. Information can be linked in from the user's library, and any documents or files on the users' system can be attached or imported into the ToolKit CS™ database.
The Management Console has new features for tracking both old CDM 1994 style projects and those in the new 2007 format, showing notifiable and non-notifiable projects at the touch of a button. The Organisation console uses a new traffic light system to show competence performance on projects so that this important aspect of project management can be tracked across all projects from one place.
ToolKit CS™ now has a new Option for Key Performance Indicators and for SHEQ (Safety Health, Environment and Quality). Included in this new module are additional features for Project Management with Key Stages, modelled on the DTI's Prince2. This allows auditing to be managed and tracked via the management console. Non-Compliance can be seen 'across the board', with a drill down to specific issues as required.

There was great interest in ToolKit CS™ at the recent IOSH event. Well over 200 people completed our short questionnaire to test their knowledge of the CDM 2007 regulations. The result of our survey indicates that up to 62% of the Health & Safety professionals who attended the event are still not fully up to speed with the new regulations which will be with us in less than a week's time.

An analysis presented at a recent IOSH meeting shows that of all HSE prosecutions from April 1995 to March 2006, over half were against Clients. The results are shown here.
It is interesting to see that Clients were by far the highest group. Generally speaking, they are also the hardest group to target because they are not construction professionals. Client responsibilities change with the 2007 regulations and it will be interesting to see how quickly the statistics change.
As we have reported for some time now, the CDM Regulations 2007 will be implemented on 6 April 2007. However, seven MP's have now lodged a request for an Early Day Motion Early Day Motion (EDM) 1151 - CDM Regulations to rescind the new Regulations. The debate is going to be scheduled for after the Easter Recess when the regulations will already have become Law. This unusual parliamentary 'device' has not been successful for around 30 years.
