The long awaited and much delayed Asbestos Management Regulations have been signed and will become Law on 21 November 2002. With over 3000 deaths per year from asbestos related diseases, this comes as good news for at least one sector of British industry - the building trades.
For the 4 million or so building managers and associated colleagues, the new regulations impose some weighty responsibilities on their already overloaded shoulders. The good news is that we have a software solution ready to deliver to solve their management problem: ToolKit CS™ - Asbestos. For those managers of single or small buildings we have a solution available in our Autumn Offers. For larger organisations, we have a large database solution for them too.
Duty holders will be generally aware that there is a lead in period for them to get their management systems up to speed. They will, in all probability, need every one of the eighteen months between now and 21 May 2004 to get their systems up and running so that they can comply. The accreditation of asbestos laboratories by UKAS is a different matter. With only 33 currently accredited including our business partner Casella Environmental, there is an obvious issue here in meeting the potential demand from the new duty holders. A fundamental point about the regulations is that duty holders have a duty to manage asbestos; this does not imply they need either a survey by an accredited surveyor or a removal job. If this is the case why do we need any more surveyors?
Please keep an eye on our web site over the next few days; we will post a copy of the HSE's Asbestos Newsletter detailing the various publications associated with the new Asbestos management Regulations as soon as we receive it from them. The press launch date is yet to be confirmed for December / January. We understand that the publications will be available from HSE books by the beginning of December 02 - just in time for Christmas!
