All necessary steps must be taken to assess and control the risk of health hazards arising in the course of construction work. Regulation 34 states that persons engaged in construction work on a construction site must have reasonable access to appropriate amenities for their comfort, welfare and hygiene, including toilets, washing facilities, drinking water, changing rooms and rest rooms.

The facilities and management arrangements should be clearly defined in the construction phase plan.
