Regulation 28 states that the relevant contractor must ensure that measures are taken to control the risk of persons working at height who are passing across or near, or working on, from or near, a fragile surface on a construction site. In particular:-

  • If a person works over or near a fragile surface on a construction site from which a person could fall 2 metres or more, suitable and sufficient platforms, coverings, guard rails or similar means of support and protection must be provided
  • Signs warning of the presence and location of that fragile surface must be fixed to the approaches to the area where the fragile surface is situated.
