In order to ensure that the public are kept safe there should be details management arrangements in place in the construction phase plan that detail the measures required. The relevant contractor must, so far as reasonably practicable, ensure that members of the public are not exposed to health and safety risks arising from the construction work.
In particular, the relevant contractor must ensure that:-
- Every construction site is left secured, whether or not it is unattended, so as to prevent access by unauthorized persons; and
- Signs are placed on every construction site, clearly visible from outside the site, stating the names and contact telephone numbers of the relevant contractor, including an after-hours emergency telephone number that allows the relevant contractor to be reached with reasonable speed and ease.
