CDM only applies to construction projects involving people at work. Some construction projects are undertaken by people who are not at work. These include;
- Self-build groups building homes where they will live
- Charity volunteers
- Community service offenders
CDM can apply to such projects if other people 'work' on the project, for example:-
- People employed by a charity to manage and direct work done by volunteers
- A company formed to administer work on behalf of a self-build group. That company may then hire professionals to carry out some operations, including specialist ground work contractors.
