The designer has a duty to consider hazardous substances in his health and safety assessment of his design. Wherever possible he should specify less harmful substances which are equally effective. Where this is not possible he should ensure that detail of the specified hazardous substance is passed to the principal contractor for incorporation in the Construction Phase Plan.
The Construction Phase Plan should identify and describe all hazardous substances specified for use in the construction process and detail the conditions under which the products should be used. Manufacturers and /or suppliers of such substances are required by the Chemicals (Hazard Information and Packaging for Supply) Regulations to provide full details of the substance including its hazards.
Substances may include any of those listed in Schedule 1 & 2 of the Approved Codes of Practice for the Control of Substances Hazardous to Health (COSHH) and Control of Carcinogenic Substances. However it is strongly recommended that, wherever possible, suitable less hazardous alternatives be found.
