CDM only applies to construction projects involving people at work.
Some construction projects are undertaken by people who are not at work. These include;
- Self build groups building homes where they will live
- Charity volunteers
- Community service offenders
CDM can apply to such projects if other people 'work' on the project. HSE notes the following examples;
- People employed by a charity to manage and direct work done by volunteers
- A company formed to administer work on behalf of a self build group. That company may then hire professionals to carry out some operations, including specialist ground work contractors. The specialist would be at work and the work would be for the company and not the domestic client.
