The information to be recorded on this document is vital for the safe conduct of operations on any site. Ignorance of any pertinent fact is no defence in law and it is important to be aware of any adverse conditions before operations commence so that the necessary precautions can be taken. The document is a record that such information has been made available.
Under the Construction (Design & Management) Regulations the client has the responsibility to provide information about the existing site to the principal designer for inclusion in the Construction Phase Plan. Therefore much of the information to be recorded in the site plan and history can be obtained from this source if the project qualifies for notification under the CDM regulations. Where it does not, the client should be able to supply most of the information and the remainder can be obtained from the local utility companies, the local authority and by observation of the site and its environs.
